After 22 Years, Grant Me Clemency

Dear family and friends,

It has been a long time since some of us last communicated. Please know that all of you have remained in my heart and prayers throughout these 22 years of incarceration. Please know that I truly appreciate the unconditional love and support that you have shared with me throughout my entire life. The reason for this letter is I would like to be a physical presence at what sounds like Higinio family reunion in collaboration with the celebration of our mom’s birthday on February 13, 2016.

My current release date is January 24, 2021. I was sentenced as a career offender to 30-years for distribution of crack-cocaine. Despite the many changes to the crack-cocaine sentencing guidelines, the courts have refused to apply any of the changes to defendants sentenced as career offenders. On October 22, 2015, the U.S. Senate Judiciary Committee passed a bill that would finally reduce my sentence. This bill has a lot of momentum and members of both political parties have agreed to most of the changes in the bill. The bill now has to be voted on by the U.S. Senate, the U.S. House of Representatives and then signed by President Obama. It’s not know when these votes will take place, but we are praying that it be done now.

In August 2014, I filed a pro se motion requesting that President Obama grant me clemency. President Obama along with Attorney General Holder a Clemency Project that has six criteria in which an applicant must meet. I qualify for all six.

I ask that you find the time to write a letter of support to Ms. Deborah Leff. She is the U.S. Pardon Attorney, and she has the power to determine whether the request makes it to President Obama. A letter addressed to Ms. Leff would be a big help in convincing her that she should grant this request immediately. The government moves real slow, and I would like to have all letters sent on or before December 1, 2015. This will allow two months for the release papers to be prepared, and I will be HOME for the 2016 Family Reunion.

The letter does not have to be long. My name is such and such, I am a career teacher, I’ve worked at Warner Brothers as an accountant, I am a mother of four, I am Vincent’s relative, and I humbly request that you grant his request for clemency and allow our beloved brother to come HOME and share in our family LOVE. Feel free to add any information you feel would be helpful in convincing Ms. Leff that this request should be granted.
